The way I read this, these are NOT Spy-gate co-conspirators being caught for breaking the law - these people were investigating the Biden scandal in 2019 and were told to stand down because otherwise they WOULD be breaking the law.

Read here:

“State Department officials were explicitly ordered in spring 2019 to stop tracking 13 prominent Americans’ social media accounts for information about the Joe Biden-Ukraine scandal ...”

and:

“We are barred by law from actively monitoring the accounts of American citizens in aggregate — and particularly from identifying and monitoring individual, selected accounts,” a State Department official wrote in an April 1, 2019”

So they were ordered to illegally spy on the Trump campaign in 2016-2017, but then ordered NOT to investigate Biden Ukraine corruption in 2019 because it would be illegal.

I read it that way too. Am I wrong to think monitoring social media accounts which consist of basically public information isn’t that big a deal? As long as the investigation is based on a legit basis? Or should the state department not be investigating anybody?
