Either the DEMs are hiding their positive COVID-19 results, or Republicans are being targeted. I hate conspiracy theories, but damn this has been one-sided recently.

I say that they are being given contaminated/infected tests.
These would be the most apparent scenarios, especially the Dems hiding their infections. However, I also see a small possibility Trump and team are gaming these positive tests, to show that either they’re often wrong (using anti-body tests later), or that Covid is relatively mild and easy to work around and recover from. But something is definitely afoul in the discrepancy in reported infections between the 2 parties.
