Leverage....when he doesn’t get his way he ships out to Europe all the thousands of refugees ‘stored’ in his refugee camps. When they begin pouring in they appease him.

The rest of NATO is the abused woman in a relationship. She’s afraid to call it quits because she fears the reaction that will cause and she doesn’t feel ready to deal with it. From the US’ perspective, we have enough other hot problems on the plate and don’t need another one if that one can be put off into the future.

What the US could do is vacate Incirlik. The US (Trump) has already imposed sanctions. Another thing would be to step up assistance to the Kurds. Travel and tourism to Turkey should be discouraged, to prevent hostage taking, but I am not sure how one does that given the current legal situation.
