The house report on Military involvement in the government operations at Waco Aug.2 1996 mentions Alabama and Texas National guard units not federal troops but other agencies ATF/FBI were involved so it was a cluster. that being said the governors can authorize NG use in their states as they see fit but have to pay the bills. Congress is responsible for making the laws that will keep us safe .
