This would be a good way to discourage them => Click here to see a short little 30 second video showing Mexican police paddling a car thief (this would work really great on border jumpers, too!)

WARNING: A bare bottom and as far as possibly offensive imagery goes, only the bottom, is visible in this video (well, you've gotta pull the britches down to make sure the paddle makes full and effective contact with the bare bottom in question!).
