Under Senate rules, a member can vote by proxy as long as he has been informed on the matter for which he is voting and that he requested a proxy to vote for him. As long as he is in the hearing virtually, like the Hawaii senator was in a few hearings, he will be informed.

There was a vote cast by proxy for the Kavanaugh confirmation. One particular Senator had to go to his daughter's wedding. Murkowski voted for him instead.
