Extremely unlikely scenario.

First, the state legislatures have to fail to use their power to settle electoral vote issues in their states.

Second, any states that have enough chaos to keep from certifying a winner would also fail to certify House races on the same ballots. A Democrat control of the House would not be assured.

Third, any states that abstain from the Electoral College will not stop the Electoral College from meeting. The 270 threshold will be reduced by half the Electoral Votes of each state that doesn't participate.

So, it's unlikely that no candidate will reach a majority of appointed Electors, and it's not a given that Pelosi would be Speaker of an ensuing House.
