Gad. It is just another grain of sand in a large pile of tactics used by the Left to obstruct, delay, or cause costs of a project to balloon wildly.
Up in Massachusetts, for the Big Dig (which had massive corruption and cost issues all of its own) they had to build a new bridge (The Leonard P. Zakim Bridge...named for a Far Left radical, and up here, that is saying a lot)
One of the things they did to try and hold it up was to assert that the shadow of the bridge on the Charles River would prevent the Alwifes (a herring-like fish that swims upstream in fresh water to spawn) from swimming upstream and would damage the schools.
They had to redesign the bridge to include slat-openings that would allow sunlight to shine through so the fish wouldn’t stop there. It is a pretty cool bridge, and was at the time, the widest cable stayed bridge in the world.
