You might think that taxes will be the big issue, but in my mind, the big issue will be how Trump will handle the Covid-19 questions. I hope he is properly prepped and knows his talking points well.

Trump needs to remind the nation that Joe who was in charge of H1N1 left our PPE national stockpiles completely EMPTY, then to top it all off they shipped ALL of our PPE and PHARMA manufacturing to CHINA making it even more difficult to resupply the nation when an emergency occurred!! Biden NEEDS to just STFU about how Trump handled the pandemic!!

...my point is it’s under 32%. Even though a small amount, how do they pay less?32% is the marginal rate they pay on income over $154k (I assume your numbers are correct).
I'm making these brackets up but the first 30k is probably taxed at 5% or so, from $30k-60k at 12%, from $60k-120k at 25% and so on.
It's impossible to have the overall rate paid be as high as the top marginal rate.
