The homicide is ALWAYS reviewed by a grand jury in this state the DA does not have the discretion to issue the no bill that power SOLELY rests with a grand jury of your peers as it should. You do not want a individual DA or prosecutor having the sole power to indict or not. Know this if you cause the death of a person in Texas you will be before a grand jury at the minimum. Dragging one out for 10 months before going to a grand jury is not normal. Especially when the DA knows it’s gonna be “No Bill” unless he’s trying to build a case.
