In my experience with 65-IQ Hoodrats, during the Vietnam-era in the US Military (Thanks to Democrat Whiz-Kid/SecDef Robert McNamara's Project 100,000)... the low-IQ types have no morals.
They simply cannot grasp why laws, rules, regulations or standards should even exist.
I'm sure this is a classic example of that.
