The authority of governors, county commissioners, and mayors are not unfettered. The illegal orders cannot be enforced…

Evidently, a vast majority will self-impose quarantine and continue wearing ineffectual masks, no matter what.
It just proves the efficacy of repeating a lie. Often and louder, with more and more trigger phrases and memes and people respond voluntarily.
