Does that matter? I mean, if this seat is for the federal government, wouldn’t it have to be on the ballot nationwide? Whereas if it’s a state seat, then it would only have to be on the state ballot, right?

Sorry for my ignorance on this issue.

All our representatives are elected in districts with about a million people in each district. Only those million vote for their rep.
