Rioting is a form of war against society. As such when arrested whisk them off to gitmo or kiska Alaska. Hold pending trial no bail.

For now, the Richard Daley Chicago Mayor in 1968 methods would be preferable. View any 1968 Dem convention footage. Nightstick around an SDS guy's neck as he is pushed into the paddy wagon. Defiant protesters lined up and arrested and sent to city jail. If hundreds then use a chain link fenced yard by an abandoned building for processing the arrested ones. Use a stadium for booking and send them to available cells in other counties. It can be done.
What is wrong with that in preference to them burning a building with people still inside who got trapped inside, or their burning officers' eyes with laser beams? Jail for the guilty.
