Actually, it surprised the heck out of me, but I more or less agreed with her dissenting opinion in Wilkie v. Robbins:

The case involved a federal agency (Bureau of Land Management) that was systematically & illegally harassing a Wyoming rancher. The conservatives on the court sided with the government, apparently fearing that any other decision would prompt a deluge of law suits. RBG essentially sided with the rancher.
I provided a link to RBG's opinion above, but - trust me - you probably won't want to read through the entire case (it's exceptionally long & involved, with the feds admitting the abuse, but basically telling the land owner to go f*ck himself)...
