“will not support nominating a successor to Justice Ruth Bader Ginsburg on the Supreme Court before the 2020 presidential election” is NOT the same as “will not vote”. Period.
Interestingly, she could vote “no” on consideration, but since we got rid of the filibuster, that should not matter.
