Kuwait or Qatar?
Either would be nice but given the animosity between Qatar and the Saudis/Gulf nations, I’m not sure we’d see it. Also, Qatar has a rep for being pretty soft on terror financing.
Qatar is going to be a hard sell. They play both sides and only tolerate us because we are a superpower with $$$. They are soft on Iran, on the opposite side of the Yemen conflict, and China is making major financial, diplomatic and military moves to gain influence there. Long term, China would love to replace the USA at Al Udeid Air Base, and maybe build a Navy base at Doha. China does not want the Arab world friendly with Israel while united against their friends in Persia.
