The difference is they were considered part of the “enemy combatants” in wartime, right or wrong.

American civilian citizens are not enemy combatants and never have been. The FBI director flat-out told Roosevelt that they could handle any traitors. This was nothing more than Democrats keeping up their racist traditions for political expediency. How many ethnic Germans were interned? Italians?

About 20,000, but not many were US citizens. Most Japanese were not interned, but relocated. That may be considered a distinction without a difference, but it’s a fact.
