In a conversation with former U.S. Vice President Joe Biden, former Ukrainian President Petro Poroshenko made no secret of his desire to sell the visa-free regime to the Ukrainian people and said that the U.S. government plays an enormous role in establishing peace in Ukraine. It became known from the next series of recordings of conversations between Poroshenko and Biden which were published on September 16 by the MP Andriy Derkach.
The recording was made on November 16, 2016, when Donald Trump was elected President of the United States, as Strana agency reports.
Biden: Hey, Patro. Its Joe. How are you?
Poroshenko: Very well indeed, as usual, when I hear your voice, my dear friend...
And if the president can also support us, not only with the means, but with vise free, something that we are trying to sell to the Ukrainian people. And still hoping that you can come, maybe on the 21st of November, on our anniversary of the Revolution of Dignity and that would be very big delivery..
Biden: With regard to my coming on the 21st. As I told you I can never come of the 21st. I am going to try to come immediately after , in early December. Heres where I am now. Part of my answer to that depends on what was your conversation with our president-elect. One of the things Ive been doing... They are not making the..I'm not being critical, but the new administration has been very very slow on getting ready for transition. Quite frankly, like most of America, they can think they are going to win the election, so they did not have a forceful transition team. As a fact, the change the transition team. Transition is a very very delicate thing. It goes on from the Administration to Administration for the last 100 years and it requires the exchange of classified information. And people they put forward to be part of the transition, they have to be clear to do that, just as we have to be clear after the Bush administration etc. They have not done that, theyre trying to catch up and do it now. The reason I bother to tell you that is I have been somewhat limited on what I am able to tell their team about Ukraine.
The matter is that the income administration does not know a great deal about the situation so I am meeting with the Vice President-elect, who is the only one who has any foreign policy experience.
Poroshenko: You play an enormous role in bringing peace to my country, actually save my country. This is my real feeling.
Biden: This is my objective, but if I go beforehand, I am worried that they dont know enough. They will think I am trying to gain them. They will think I am trying to put them in the corner. They will question my motive in going before they are fully briefed. Im sure you understand that. Youre a good negotiator. Thats my thinking at the time and I see nothing to make me question my judgement about this being the right approach.

Joe says that the Trump Administration was slow to get on with the transition. I guess Joe forgot about the opposition to Trump taking over. Such as Dems refusing to accept the results of the election, trying to have electors in democratic states change their votes, and bugging the Trump Tower and every member of Trumps team and family via the two hops from The FISA warrant.when Trump was trying to interview people.
Remember the Obama administration purposely failed to properly tell the incoming administration needed information in foreign affairs. Obama did his best to set up Trump for failure. They failed1 Trump wins!
