Handwriting analysis isnt easy and the certificate to be trained in that is very expensive. And it is very subjective even then (part of my job involves reading handwriting analysts reports for forgery claims).
Here in CA I dont vote by mail because I presume my signature no longer matches the one I originally used when registering years agoand even if it did they could still decide it didnt and toss my ballot into the SF Bay.

It's really not that difficult. First, the local officials check. Those that are very clearly not even the same name, toss. Those that are obviously not the same signature, toss. Those that are questionable, can be sent through the normal 'expert' verification process, or the voter contacted to verify their ballot. Same process as the provisional ballots when you have no ID. Or, just skip the expert entirely, and simply contact the voter for any questionable ballots.
