I recall how Rio De Janeiro dealt with the hordes of homeless "Children of the Street" many years ago.

They released actual police officers in 'SWAT' fashion to raid their hideouts and encampments and to execute them because of the unbearable lawlessness and crimes committed upon the population.

...no different than culling the deer population in the name of safety. I even watched a televised documentary on the subject of the "Street Children".
