If Kammy doesn’t get her way about certain campaign issues, she could ‘accidentally’ leak a few details about what’s going on behind the scenes, or at very least imply that she would.

It would explain why Harris is out there more as well. Maybe she “knows” what is going on with Biden. I think they are praying Biden can make it to win and then after inauguration he resigns and she steps in as President. She is not dumb.
