Foster “parents” have a very suspect history. Granted, some are caring individuals with good intentions. Too many others are in it for the support benefits and could care less. If the child comes with “baggage” they only want to get rid of them at the earliest convenience.

My wife and I were foster parents for years. We did it as our ministry and because we would only ever have one child of our own but wanted a large family. We weren’t concerned about any financial support as I was doing well at the time. When the state wouldn’t provide braces for one child with serious dental issues, we paid the $3,000 out of our own pocket.
But I agree with you. In our certification training I remember one woman who was concerned with how quickly she would be able to get three teenage foster boys. I think teenage boys as she wasn’t planning much time or effort in parenting them. She needed three and right away as that would cover the mortgage on the property she had under contract. She actually had a written business plan. Her motivation was entirely financial.
My wife and I were shocked.
