Simple, they walked up to the counter, filled out a form, and paid the fee, if any, to get on the primary ballot.
It is nothing but a trolling stunt. Until recently election trolls were not that common, except in our presidential primary. Now that we have more of them and they are gettting publicity, including people that change their name, we will probably have a lot more in the future.
Maybe in a couple of years some conservatives can change their names and run on the Democrat ballot to confuse the Democrats into voting for a conservative. Or just identify races where there is no Democrat candidate and run under their own name.
