From a past job within the government where I ran their phone ‘empire’....virtually all of these people wipe their phone at the end...even when they are getting lifecycle swap out. I think if you went around Homeland Security or DoJ, it’s probably like 90-percent of them doing this.

No data was “wiped.” The passwords were effectively disabled due to multiple deliberate failed entries.
