There really isn't such a thing as a withdrawal. Troops deploy for 6-9 months then they go home. This just means they won't replace 2,000 troops when they re-deploy. It's not like we are withdrawing 2,000 soldiers from permanent bases in Germany, Italy, or S Korea.

I know it's a small point but I think it's important to point out.

It’s this simple for Generals/Flag officers: career officers make rank more rapidly during national conflicts and when they retire after 20 years they very often become consultants for war making industries because of who they know as much or more than what they know.
