“Lower” (#1) and “decrease” (#3) are explicitly NOT “eliminate.” And #2 is merely one of several paraphrases of others’ alleged arguments - “Primary reasons in support of legalizing marijuana include: [...] Primary reasons against legalizing marijuana include: [...]” - and the one you quote is not sourced in any way.

"replace" and "instead of" are explicit terms meaning that the "illicit market" and "drug cartels and criminals" are no long in the picture. You know, like "eliminated".
