"replace" and "instead of" are explicit terms meaning that the "illicit market" and "drug cartels and criminals" are no long in the picture. You know, like "eliminated".

Looks like the MPP made that claim, while others were saying "lower"/"decrease". Now why did you choose to believe the former rather than the latter?

My original challenge was met ... after 4 tries ... with a quotation you'd apparently never seen before or else it wouldn't have taken you 4 tries to produce it.
