As a civilian, the only “rules of engagement”, as they may apply to a POTUS any POTUS at war should be to order our soldiers to fight hard, fight to win and come back home alive and well and start a family. The Obama “rules of engagement” were to get shot at first before the soldiers could shoot back. They were demoralizing and insane. If I remember correctly, the number of KIA in Afghanistan increased significantly under that one big mistake of a POTUS.
