Still, countries purchase them.
That’s what REFINERIES are there for.

Lagovan asphalt from Venezuela sold for a premium price into the American shingle market. It had exactly the characteristics shingle makers wanted and they paid Vz a premium for the stuff for decades.

Then Chavez had a better idea:
Blend the stuff off with paving grade material sent to China for a lower net-back.

Genius.
