The law is from 1913 and meant for enemy spies during WW1.. doesn’t give him much ability to defend himself what I understand.
It is very draconian and rarely used ... like once or twice in 50 years!
If he is as guilty as they say he is ( and I do believe he is a glory seeking primadonna, not a noble whistleblower), there has to be at least one law he broke that he can have a fair trial and defend himself that the state can charge him with.
