A teenage boy who was shot and killed Saturday afternoon in Harrisburg was fleeing, naked, from a registered sex offender who is now facing criminal homicide charges, a witness said Sunday morning.
“He was pleading for his life,” Tracy Burton recalled. She and several of her neighbors witnessed the slaying Saturday, and as police continue to investigate, neighbors are left wondering just how this happened in their otherwise quiet neighborhood. Orlando P. Duarte, 45, of Harrisburg, is facing charges of criminal homicide and prohibited possession of a firearm. The shooting happened around 1 p.m near 18th and Forster streets. Police said Sunday that they responded to the scene for a call of shots fired. When they got there, residents directed them toward the area where the suspect fled.
After a chase, police said, they took Duarte into custody. Investigators said witnesses told them that Duarte, armed with a handgun, was chasing a juvenile, who police did not identify. Police said witnesses told them Duarte fired several shots at the boy, who was taken to a nearby hospital and died a short time later.
Duarte had a handgun on him when he was arrested, police say. Burton, who called 911, said she was on her porch when she saw the boy running naked and turning to cut between houses. Duarte was pursuing him, she said. As she and other neighbors made their way toward the houses, they could hear the boy yelling “help me,” which was soon followed by gunshots, she said. The boy continued to yell “help” as the gunshots rang out. They stopped approaching when they heard the shots, she said. Between those houses was a white fence, which trapped the boy. Burton counted five shots, she said. A Harrisburg television station identified the boy as 16-year-old Kyan King. His family held a memorial at the scene Saturday night and remembered Kyan as smart and sweet and having a goofy laugh, reports indicate.
A GoFundMe page has been set up to help Kyan’s family with the funeral expenses. Duarte had been added to Pennsylvania’s Megan’s Law registry in November 2015 for involuntary deviate sexual intercourse and is listed as a lifetime sex offender.
According to online court records, Duarte — who police said lived a block from a charter school, a day care and the Harrisburg School District’s administration building — was sentenced in 2012 to four to eight years in prison and 10 years of probation on charges that include involuntary deviate sexual intercourse with a child, aggravated indecent assault of a child, aggravated indecent assault without consent, indecent assault of a person less than 13, unlawful contact with a minor and corruption of minors. And in 2008, he was sentenced to six to 23 months of confinement and probation after pleading no contest to charges of simple assault, recklessly endangering another person, indecent assault of a person less than 16 and disorderly conduct. In that case, he was sentenced to six to 23 months of confinement with a lengthy probation sentence, court records indicate. Duarte is now in Dauphin County Prison without bail.
He also was prohibited from living so close to a school.

Now here’s the interesting thing. In one of Stalin’s Soviet Constitutions, any prison sentence over 10 years was prohibited. It would be too cruel to keep a person imprisoned for that long!
So any crime worthy of more than 10 years imprisonment became a capital offense instead. Maybe Uncle Joe was on to something there.
This reminds me of that poor Vietnamese young man who was running naked and bleeding from his rectum, away from Jeffrey Dahmer. When he got to police, he couldn’t speak enough English to make them understand him, and Dahmer told them it was just a lover’s spat, so they laughed, and let Dahmer take him back home, where only God knows what he did to him, before he killed him. It’s horrible that THIS kid was murdered, but at least he was spared whatever Dahmer did to HIS victims. There are a lot of people in both these situations who better be seeking the Lord’s forgiveness, or they will spend eternity being tortured in hell!
These types usually don’t do too well in prison.
Orlando P. Duarte did not choose wisely. He would have been already released in Frisco, Portland, Seattle.......

Long sentences are also cruel and unusual punishment of the victims and their families.
Jeffrey Dahmer chased a naked boy, rectally bleeding, caught up to him and convinced onlookers that it was a “disagreement betweens gays”.
Took him back to his place and killed him.
This reminds me of that.

I think I saw that one. If I remember correctly, the guy who actually did rape her was black and also knew her husband, or worked on the same military base with him. She mistakenly ID’d her husband because his profile in a dark room was very similar to the profile of the guy who actually did the deed. Seems like he also hit her with a 2x4. She couldn’t tell he was black and not actually her husband, because she was in a dark rooom, and just woke up a few seconds before. Only half awake really, thought her husband had come home, rolled over and dozed off again.
He was finally arrested and charged after his girlfriend either allowed cops to search her apartment or gave them info that they cold use to ID the guy. She originally refused to believe he was involved, until the cops pretty much proved it.

I’ve read several books about this type, they never stop, they usually graduate from peeping tom to rape to rape/kill. And sometimes they add torture in as well. But they never stop, the only thing that stops these guys is a bullet or a life sentence with no parole.
In fact I just read a book about one who was convicted of raping several women, let out of prison on parole, and was arrested again within a year with a rape kit in his possession, as well as videos in his apartment he made fondling a 10 year old girl in her sleep, masturbating, while her parents slept down the hall. And he made videos of this and other break ins/sexual assaults...out on parole less than a year. Or maybe just over a year...
This sickens me. Death penalty ASAP for this bastard.

In any truly civilized society this shooter would be tried, convicted, sentenced to death, and publicly executed within a week or so following his apprehension, Moreover, the only evidence or testimony that would be admissible at trial would be that which the jury would need to determine whether he did or did not commit the crime. And the verdict of the jury would be final and irreversible.
They have no fear of
any bodily harm being inflicted on them by the State.
