In Portland the idea of a “loaded” gun is pretty big. Only people that have concealed carry permits from Oregon (or a few reciprocal states) can carry a loaded gun - even in the trunk of their car.

If the gun is a semi-auto, the magazines themselves need to be empty. If not (even stored separately from the gun) it is a “loaded gun”.

Seeing as this guy lives in Washington state, he may or may not have an Oregon CCW permit. I imagine he probably may also have a record that would prevent him from possession of a firearm.

Evidently, it’s not too big of a deal, the DA dropped all charges to keep a Soldier on the street.

From the Racing article:

“concealed Glock pistol for which Reinoehl did not have a concealed handgun license.”

That’s the second time before he murdered someone that he was found with a gun, and there are most likely numerous other cases.
