OK, but I felt certain there was federal funding of PP. Maybe the de- coupling you describe explains it, but i seem to recall a couple f years ago when House Republicans offered to pass a gay anti-discrimination in the workplace bill in exchange for total defunding of PP, and Democrats refused.

I'm sure they still manage to get their hands on some Federal funds. Some of the federal funding is likely pass-through, being as how Medicare is administered through the States, and I don't know how well-audited that is. I'm sure some funding goes through their facilities that don't do abortions (because they don't have a doc or space for it, not because they don't want to). And I'm sure they have offices that are literally just offices, no patients at all, that qualify for the separated physical/legal premises. They definitely still manage to get some Federal funding, but not as much nor as easily as they used to.
