That's a video and rerun, possibly showing the shooting of the first commie attempting to attack him. The creep attempting to attack appears to be throwing a Molotov cocktail or a bag containing possibly some kind of chemical mix at the armed young man while chasing him.

*Self-defense*, IMO. The one chasing and trying to attack the young man is also part of a rioting mob.
