Funny you mention that. On a thread the other day a poster asked me about what species can be hunted at night in WI, and among those species
...all other wild mammals not specifically mentioned in the hunting, trapping and migratory game bird regulation pamphlets and not listed as an endangered, threatened or protected species (see “protected species” listed above). A small game license is needed for hunting unprotected species.
Could argue that looters and rioters are wild mammals, and they're not mentioned in the pamphlets and not endangered. Unfortunately unless on his own land, he needs a license
