It’s my understanding that states determine how they will, and IF they will hold a POTUS election as long as they do not run afoul of a bunch of voting rights laws.
That indicates to me the states most likely to adopt VBM are already blue. Red states will likely have traditional elections, with expanded absentee.
Do not the legislatures of the swing states (PA, MI, WI, CO etc.) determine the method of election, rather than a Governor deciding unilaterally? I know in NV it was Gov and legislature deciding for universal VBM.
How does that angle factor in the war game?

Since the covid-19 hysteria, Michigan’s legislators have been required by the governor to quarantine their testicles in lock boxes until the Governor Potentate returns the keys some unknown time in the future, maybe she’s already thrown away the keys. Did not apply to the women reps and senators. they like the lockdowns.
