Shoot looters on sight.
I was young but remember after the NW's Columbus Day Storm of 1962 that Portland, OR downtown was flooded and looters took to the streets and a few were shot on sight by either the Portland PD or National Guard, and looting stopped immediately.
No city leadership has the balls to do that anymore.
