Mayor Groot of Chicago tries hard to avoid the most obvious workable approach: take the chronic criminals (the ones who keep getting arrested) and make sure they spend their youth in prison. Or execute them. Whatever gets them off the street.
But, the approach has to have a buy-in by the political leadership, including the police.
If you do not maintain it, the violence returns to the old status-quo.
The current BLM ideology directly increases the violence and prevents Kennedy's targeted approach from being used.
It isn't just putting people in jail. They just get replaced.
It is making the police response understood and reliable.
It is building trust in the violent neighborhoods that the police will do what they say they will do, especially when they say they will arrest people and lock them up.
It is impossible to do that with a prosecutor like Kim Foxx.
