Unfortunately this is probably City property and nothing will happen unless Federal charges can be brought against them. This was obviously well planned. These are Antifa scum and the Feds need to come after them with the RICO Act.
Whether it’s city property or not doesn’t matter here because Washington’s depicted in U.S. uniform, meaning the statue commemorates his service. The next hurdle is proving the perps used instrumentalities of interstate commerce in plotting and executing their plan. Also probably not very hard to do since they probably used their cell phones for much of the plotting and preparation.
