Whether the Three Gorges dam crumbles or not, it is a failure. The top rationale for the dam was flood control. It’s an obvious, expensive failure.

Perhaps, but if it fails, welcome to world wide SHTF. I’ve heard that hundreds of millions would die and a lot of industry on which the world depends would also go away. This would make the government rather “desperate”. And desperate times call for desperate action. Could this mean WWIII? I doubt it, but something along those lines.
