Mainly with businesses, although a lot of restaurants have closed dining areas. It just isn’t feasible to operate some restaurants at 50% or even 75%. People have no idea of the narrow margins in the business, especially now when coupled with the strict over-cleaning requirements.
I have not heard of any major lockdown in Wilco.
