SACRAMENTO, Calif. (AP) California lawmakers are pushing to enact nearly a dozen policing reform laws driven by nationwide outrage and protests after George Floyds death in Minneapolis in May. Lawmakers have until Aug. 31 to approve and send legislation to Democratic Gov. Gavin Newsom.
The bills include:
CHOKEHOLDS
AB1196 by Assemblyman Mike Gipson, D-Carson, would bar law enforcement agencies from using carotid restraints, chokeholds or similar techniques.
The California Police Chiefs Association initially called for banning the carotid and chokeholds, but withdrew its support after it said Gipson broadened his bill to include additional restrictions that are vague and subjective.

Per the comments (best part of these skewed articles), people are starting to realize (a) Floyd died of a drug overdose, (b) Antifa is behind this and its goal is the abolition of police and law enforcement, and (c) Democrats support criminals.
They can still try the Vulcan neck pinch.
Clearly Floyd shoulda been on a EMT gurney when his body dived under his drug load.
How about: never attempt to take anyone high on fentanyl into custody. It is not worth the risk.
Lots of body cameras will have been discovered pointing at the sky.
I think the police need a lot more money. They are just barely getting by. Why let the bad guy have the say??
Suspects who resist arrest are usually under the influence of something. Fentanyl, bath salts, alcohol, etc.
Rodney King (1991) was arrested for drunk driving and tried to evade arrest. One of the officers thought he was lunging at him.
Im not fine with defunding but I am fine with reforms and transparency and accountability. I dont want to live in anarchy but I dont want to live in a police state either.
How could any of these laws prevented the 4X lethal dose of fentanyl that was in Floyd’s body from killing him?
Lets make a law that says breathing is normal.
gonna prohibit carotid choke holds huh...thats fine, but thing is, none of the 4 Minneapolis cops used that on Floyd...that was a restraint for delirium...drug-delirium can cause suspects that are cuffed to run into traffic, slam their heads into objects....walls, cars, floors etc. Saw more body cam footage today, never get a conviction,,,that guy was crazy/insane. Cops did nothing wrong.
Wasn’t any dispute about Rodney “lunging”. He threw off the four officers who were trying to cuff him, got up off the ground, and ran directly toward Lawrence Powell and Melanie Singer. Had Koon not told her to stand down, there’s a sizable chance she’d have shot Rodney.
So, essentially, their solution to Floyd’s death is to ban all the things that had absolutely nothing to do with it. Sheer genius.
The full body cam videos plus a close reading of the autopsy means no guilty verdict for the officers, which means our cities burn again, since so many are so invested in the lie of a narrative theyve been fed. Which is just fine with those behind all this, they are out to create chaos.

I have been saying that from the beginning. I never bought the story that he was murdered by racist cops.
So now that they have created new police guidelines, what are the guidelines for the community?
Are there going to be any consequences for the automatic escalation that certain people go to automatically?
Nah, the people can act like total a holes at all times.
But how would cops know the erratic driver was on fentanyl or just drunk without pulling him over?
We just had a big wreck in Oklahoma when two meth heads ran their car up a steel electric pole. It hit the pole so hard the car did a double back flip back onto the highway. The pole did not survive.

Rodney King was trying to evade 7 different police groups in a YUGO, going 105 +++ on the 210 Freeway. I am still amazed that the YUGO didn’t seize up a wheel bearing & crash.
He had a complete cocktail of drugs in his system, including massive amounts of PCP. Liquor, also.
4 officers—one each on his arms & legs, were trying to hold him down to cuff him & subdue him. Those officers were at least 180# each.
King threw all 4 of them OFF & tried to escape.
I call the George Floyd incident Rodney King 2.0......
