I find the very last paragraph the most significant:

“Mr. Durham, who has previously investigated F.B.I. and C.I.A. abuses, has not tipped his hand at what he has found, though Mr. Barr has said some of the findings are “troubling.” Mr. Durham has said in a rare statement that he disagreed with some of Mr. Horowitz’s conclusions about how and why the F.B.I. opened the inquiry in the summer of 2016.”

Durham appears to have found criminal motive, something Horowitz went out of his way to obscure.

Thank you for enduring the entire article for the rest of us. I started reading at para 21 as you indicated.

Maybe once the dust settles you can go back and enjoy the prior 20 paragraphs. On one level it's infuriating but on another level it's pure schadenfreude.
