The 14th amendment was incorporated to settle the question of former slaves and their citizenship, not to give rights to citizens of other countries. But of course, that doesnt matter either. No one follows the constitution anyway.
We all know what the purpose of the 14th Amendment was so I guess this is just another thing we can blame on Chief Justice Chase. But what it was meant for and what is says are two different things. A clear reading of the 14th Amendment says that Harris is a citizen because she was born here and was under the jurisdiction of the U.S. The question then becomes is she a natural-born citizen and that is the unknown. There are about as many definitions of what qualifies one as a natural-born citizens around here as there are posters. Until the question comes before the Supreme Court then Harris's definition is as valid as anyone elses.
