Many Western countries (and Third World countries) have plans like that.The one problem I have with *our* plan is that it should *never* lead to citizenship.A Green Card would be OK for a man/woman of character...but never citizenship.
I think there are many who would invest big $$$ here in order to get a Green Card.The only way a Green Card can be revoked is for misconduct.

Green Cards are a joke. Everyone over stays the thing and makes themselves scarce and gets lost in America. I’m fed the f**k up to my eye teeth with the levels of people pouring in here. Everyone hates us but God Almighty do they all want to get here.
