Xi and the Polit Bureau did not want to be the only place the tide fell, they preferred to have every boat resting on the mud, so they wouldn't be the lowest.
Implicit in this world view is the fact that they believe that, like them, we (the rest of the world, not just the USA) wouldn't lift a finger to to help the largest manufacturing base on earth.
They think the would have been crushed into the mud and raped of all their power, dignity, and 'face'.
Just like they're doing to Africa.

I read the article which is unconvincing.
The book is in Italian but I doubt that there will be in it the missing support for the fantastical assertions in the article.
Of course there would not and could not be any evidence for many of the conspiratorial allegations, I do not expect that, but if this is true, there must be a way to do it. All that is given is a vague reference to “reverse genetics system 2”. If you know how this is supposed to work, I would be very grateful for the explanation.
It says, “The gene insertion method used is called “reverse genetics system 2.” Using this method, she inserted an HIV segment into a coronavirus discovered in horseshoe bats to make it more infectious and lethal.”
What magic is this? So they can put any gene they want anywhere they want and leave no trace, no markers of any kind? How do you even do that?
It says,”When asked why China has refused to provide the complete genome of the China Virus to the WHO or to other countries...” What on earth are they talking about? Are they suggesting we don’t have the complete genome of the virus??

One of the things that’s been encouraging about all this is how much faster we are now at attacking new pathogens. It took 20 years (1935 to 1955) from the start of attempts to find a vaccine to polio to getting one that worked. Measles took 7 years (1956 - 1963). For SARS 2003, we had vaccine candidates in under 2 years. For ebola, it was less than 8 months. With SARS-CoV-2, we had a vaccine candidate in human clinical trials in just 2 months. We’re rapidly reducing the time it takes to put critical treatments like vaccines into use and that’s going to save a lot of lives.

And it would also be obvious that China did something like that deliberately - and would invite nuclear retaliation.
This one very likely accidentally escaped before it was finished - and China, initially uncertain about its lethality, decided if they were going down to make sure the rest of the world went down with it. But after the initial weeks of disaster in Wuhan it rapidly mutated back to a less lethal version (only way it could spread), so China can plausibly claim it was just another bat virus.
But Fauci has to keep tap dancing - too many things point right back to him.
