During the time the nation is under a national emergency I would think POTUS can order the expenditure of money but, not the change change in in tax law.

Isn’t there $1.2 trillion remaining from appropriations under auspices of a Covid-19 declaration of a national emergency, which remains unspent??? Money priorly allocated to states, which still hold that unspent balance? The EOs merely direct the spending direction for available funds already approved for emergency aid?
