Those subhumanoids will happily descend to any level of abomination. They haven't done it to a real cop only because they've not been able to catch one.

The rioters have worked themselves up into a state of frightening barbarity.

Every serial killer and torturer was known to abuse, torture, and kill animals first as a child. Then they move on to humans.
