No, it assumes only that their likelihood of lying doesn't change much from one year to the next - which seems like a reasonable assumption.

My point is that self-reporting is notoriously unreliable in such studies. That is especially true when the self-reporting pertains to a questionable activity.
Or did my use of the word "abuse" trigger you?
